Dio did some truly horrible things to Jonathan during Phantom Blood. He killed Jonathan's dog, poisoned his father, forced himself on Erina, and would go on to take Jonathan's body as his own. These are not actions taken by an ideal partner. This rivalry would carry on in all of DIO's children on JoJo over the years.
Dio also decides to hate Erina Pendleton when he considered the possibility she may be like his mother. So in short even if Dio does have some feelings for his mother he still chooses to hate her and vilify her as weak because of her compassion and frailty. Dio has stated that Jonathan Joestar is the only man he respects.
